It looks like Sticky Fingers Berger is on the hook for a paltry $50k and 100 hours of leaf-raking for his theft of state secrets from the national archives. He placed them under a trailer for safe keeping though, so it's all good.
Witnesses to the thievery recalled some strange behavior from Berger at the time:
...employees saw him bending down and fiddling with something white, which could have been paper, around his ankle.
