Ted Kennedy wants to put war decisions in the hands of experts:
"My bill will say that no additional troops can be sent and no additional dollars can be spent on such an escalation, unless and until Congress approves the President's plan."
He probably needs time to figure out how pork can be attached to the battle plan.
Prediction: Kennedy, Pelosi, and the rest of the generals currently serving in Congress will continue to threaten the president with funds...right up until they are presented with a chance to do so. Then, nothing.
Congress authorized the war already, no need to do it again just because the left has since decided it's a better career move to oppose it. Not a one of them is prepared to stand in front of America and explain why they won't give soldiers the tools they need and the support they deserve to do their job effectively.
How they square that with the True Believers, who demand Democrats do everything in their power to lose the war, is their problem.
